Following extensive consultations with corporate tax leaders, practicing forensic accountants, and revenue authorities, the ICAN Abuja & District Society Technical & Tax Policy Committee has released an executive policy brief on proposed fiscal harmonization reforms.
Streamlining Multi-Tier Revenue Administration
The policy document addresses persistent challenges regarding multiple taxation in the Federal Capital Territory, advocating for a synchronized digital revenue portal to curb leakage, reduce compliance friction for SMEs, and foster investment predictability in Abuja.
Core Recommendations
The committee outlined four strategic intervention points for legislative and regulatory consideration:
- Unified Municipal Assessment: Creation of a single unified billing framework for area councils to eliminate overlapping demands on businesses.
- Incentivizing Voluntary E-Invoicing: Tax credit mechanisms for early adopters of certified electronic fiscal devices and standardized digital records.
- Capacity Building for Revenue Staff: Mandatory technical certification for assessment officers to ensure fair and accurate audits.
- Alternative Dispute Resolution: Institutionalizing pre-litigation tax ombudsman panels to resolve contested assessments swiftly.
The full technical paper has been transmitted to relevant municipal committees, and copies will be made available to members in the resource repository.
